should i try to implement a point system like i have on my forum? i offer a certain number of points to members who get people to join and be active.
i could do something similar here, but only if you all think it would help.

I think it was a brilliant idea on darklair, so yes, I think it would be great.

there would be a forum shop as well where members can buy temporary mod powers (such as creating a sticky topic or changing their username)

we could also bring the shaychu shop back in. there were other items available when we tried the shop last time

The Shaychu shop sounds fun again but it should be more organized and more used. The other option is having an "open-air market", that is, a market by the users and for the users. Members make their own shops for art and Pokemon, maybe admins and mods could have a staff shop where people could buy staff things like locking topics, stickying topics, reviving dead topics, etc., and it could be a pretty good idea if implemented well enough, considering there's no need for a centralized page and the activity directly depends on the members' ability to keep their own shop active.
If this idea gains enough acceptance, we could start planning how we'd do it via Staff Forum or some other way...
