If it's a chat party I can host a Mumble server for a while. It's very fun to use (and pretty clear sound-wise, too) but takes time to set up. It's also free. Sadly, no webcam support, but I don't think you'd really need it. Other server options are Ventrilo (in which case I can't join) and TeamSpeak (in which case I still can't join).
I think Windows Live Messenger also has video chat. Not entirely sure if it's group video chat, though...

Tinychat has mic+video support for free, and you don't need to sign up to make a chat. Someone would just have to pop on and make a chat with a name like Shaychu, or maybe ShaychuMeetup.
Anyways, as for time, how about Sunday at 12pm EST? But for me, any time works from Friday-Monday this week. I have no life.
