You need to battle 4 Elite Four members to be declaired champion. It doesn't matter if they are all Elite members all at once. You just need to beat four in a row without losing.

No one has defeated all 4 elites again yet. Narutoheartgold will remain champion until someone defeats him and all 4 elites. (I think o.o)
